The arrow indicates a army/defense registered vehicle. I have really only seen these in germany to be honest. Im prob wrong but its def a military owned vehicle

2. Axe is in the Air Force and parked in the FLT CDR spot, which is likely his spot, and thus probably also a US Air Force Base.

Maybe you could narrow it further down by which bases have F16’s.
I dont think you can narrow that down as probably 100% of all US AFB 7600 miles away have F16.
