Ive replaced all vacuum lines, EGR, VSV, pulled intake and cleaned it out, tested temp sensor and still get the dreaded P0401 code on my 1995. What else is there? I've read hours and hours on all the previous posts.
 
Did you follow the step by step diagnostic in the FSM?
 
Yes I did replace modulator too. I can't drive 2 days without it coding.

I did not do the check in the FSM. Anyone have that checklist that I can see? Thanks
 
Keep us posted on your progress; I have exactly the same problem with the same model. I've given up worrying about it for Lent.
 
charcoal canister? gas cap?
 
I just drive mine. No biggie, not even for emissions.
 
The computer is sensitive, if you live in a state that uses winter blend gas it's that most likely. Also a slight exhaust leak past the cats will trigger it too.
 
clean throttle body ports? can you blow through them?
 
Between the seat and the steering wheel?
 
I did all the checks. Can the charcoal canister cause it to have insufficient flow? How do you test it to see if it's bad?
 
My story goes like this... After going to a mechanic about three times to no avail, I found that the tube that runs down through the intake manifold was clogged (after he said all were clear). So with a poultry syringe I injected some Red Line fuel system cleaner down the tube. After being unable to force it through with said syringe, I saw where the label said this stuff contains "high temperature detergents", and knowing that detergents work better at higher temperatures, I went for a long drive twice in two days. The second day I was able to push the clog through and the code went away!
Needless to say I put the rest of the bottle right in the tank.
 
The vacuum hose connects to a fitting in the manifold and passes through the manifold. That passage can get clogged. If you follow the VSV vacuum tubing you should find it.
 
I used a 1/16" x 8" or something stupid drill bit to clean that little booger out. Still have a CEL. And no, I didn't drill through the vacuum hose below.
