Those both have switched and constant power sources. Constant for the memory and switched for actual use. Dome handles the constant power and sounds like it's fine, so I would be chasing the switched power

"The" fuse...as in gage fuse? The backlighting for the gages (and all dash backlighting) is from the tail fuse. Sanity check, is your dimmer turned all the way down?

Alternatively, get a good weather tire grommet to handle passing through the wires. Then for when the rack is removed, have a duplicate rack side connector that acts as a cap to the plugs. This is what I did for a customer with 10 lights up top...
