What is this piece on bottom of 99 LX 470

I took the running boards off and noticed this thing sticking down. What is it? It does not appear to be mechanical, but maybe internally it is. It is located underneath on the passenger side.

When you remove it don't be underneath it. That little thing is HEAVY, just hold it on the last thread of the bolts.
