It is my PS kick panel and it looks OEM from the reinforced holes on the back side of it. Here's a pic:

Flashlight holder - aftermarket
a mag light?
a sausage holder?
spare heater hose holder?
short side inner holder?
those extra small cans of soda ya get on air lines?
Unless someone else knows for sure, I'm betting that's an aftermarket flashlight holder, not OEM. If you browse thru the non-US EPC you can find a fire extinguisher that is supposed to mount there, but I don't see anything that looks like that.

I didn't get a pic of the back side but it is def screwed to OEM holes.
the screws are stainless and do not look OEM.
