First i cannot find my last post about the fj60 running better when the #6 wire was pulled, but i was able to track down the problem. It seemed to be the manifold gasket and or the carb seating. Thanks evryone for the help!
Anyway i now am getting a vacuum reading of 17. I have seen that most threads mention 21. should i be worried?

Also 17 seems to be the highest it will reach when timing the thing!

Nice since my new home is at 9200 feet
 
When my 2F was new/tighter in Colorado (7000'), I could see 15.5-16 inches of vacuum on the best day, but 15 was much more typical. 17" at 9000' would be exceptionally good, I think.
 
At idle my 60 runs about 16 at my Idaho house at 6300 feet and about 19 at the Tucson house at 2300 feet. And the engine runs real good with good mileage for the 2F
