My 2/0 battery cables will be here tomorrow. I always just used a pair if jumper cables to check a starter.
dumb question - - how do you use jumper cables to test the starter?

Connect the jumper cables to the positive and negative on battery as normal.
Other side to starter. Direct voltage to starter will spin it or if it's broken nothing will happen.

Secure the starter somehow if it's removed it'll want to spin
 
When the starter is out I just step on it to hold it in place for testing. Old school generators were tested the same way - if they turned when connected to the battery good; no turn no good.
