That looks like the ground wire for the engine harness If so, it attaches to the intake manifold (lower half). You will find an 8mm threaded hole on the aft end of the manifold down low and facing the fire wall pretty much right above the starter. This would be on a 1fz-fe engine.

Search worked for me! Thanks for posting this. I had this in the right spot on the lower manifold, facing the firewall as described above.

I was hoping this was my P1300 problem, looks like I need to keep searching.
