This built in behavior is a good thing and exists on many models. The reason for the partial opening is to optimize aero stopping at a point that minimizes buffeting at speed. Other vehicles might do this with flaps or fairings that deploy at the leading edge.

I get that, I noticed it when I was running the stock rack. Now that I have a front runner rack, all the way open is the same as partway open. One day when I have the need to look into the sunroof for more serious reasons I will assess this modification as well.
