speedo and driven gear?

Speedo not working, replaced driven gear, verified cable good by spinning with drill...speedo reads when drill run in reverse. It's a 6/1980 Fj40, type A driven gear housing. Driven gear is very small diameter, replaced, still nothing..wondering if this is a previous owner issue. Anyone with a late 40 know how many teeth on their speedo gear? I'm wondering if there could be a spacer of some sort missing on the transfer output to hold the transfer gear in a certain location? All there appears to be is the speedo gear, followed by the emergency brake drum. I could feel the speedo gear in the driven gear hole when I replaced the emergency brake guts...what next?
 
I guess I answered part of my own question, it's a 16 tooth driven gear, barely larger than the diameter of the housing. when installed, it can be turned by a screwdriver, so no gear to gear contact. Now if I just knew which size to use!
