Trouble shooting my project 99 LC. Starter has slow crank as if battery is bad. Battery is in good shape( start my 80 series fine) , starter relay in good condition ( swap with a spare to check ), headlamp working fine. Could this be a bad starter? My experience with bad starter is usually click or intermediate start.
 
First thing, I'd try using a battery charger or a jump start.
If that works, then maybe replace the battery with a new one.

The starter on my 98 LC is pretty sensitive to having a fresh battery, and it has slow crank when the battery is dying.
Just because it will run the headlights does not mean it has the juice to start the engine.

I had the same symptoms you describe, but I put in a new battery and now it starts right up every time.
The old battery tested fine.

Thanks for chimming in. Battery is good for sure, I should have mentioned I tried 2 batteries. One from my Sienna and one from my 80 series, both batteries are a few months old. That is the first issue I ruled out.
 
Make sure battiers good and have clean & greased battery post and clamps. I'd make sure by charging battery overnight at 5 amp or less, until you get over 13V. Then have load tested. BTW: If it only charges up to 12.5v or 12.7v I'd be suspicious of battery.

Look closely at you battery cables, especially the ground. Bluing at end could indicate cables have to much resistance, reducing current to battery.

If good battery & cables, then I'd say starter needs rebuilding.
The click click is when contact points and plunger washer is going/gone bad (worn out). You could have brushes going bad and/or commutator undercut carboned-up, "tired motor".

You can buy rebuilt Denso or rebuild your starter.

Note: I recently had what I thought a bad starter, even swapped in a second batteries from working rig. I hooked up a charger with a high AMP start (jump) feature to both, didn't start. Turn out bad cell in battery(s) and I couldn't even jump. But two batteries in a row, second pulled from another working rig, WTF! I believe my charger may have damaged both batteries. Put in new battery and fired right up.
