I'm sorry this is long and short notice (as usual for legislation involving autos) but it's important. Please read and take a minute to contact your state lawmakers, if you care.

Az Motorist Alert

1-23-05 LEGISLATIVE ALERT: HB2357
It was just posted on Friday evening that HB2357 will have its 2nd legislative hearing this Tuesday 1-25-05 at 9:30am in the Az House "Rules Committee" at the Az House of Representatives located 1700 West Washington at the Az State Capital in central Phoenix.

HB2357 (click to view bill) will exempt "Collectable Vehicles" 15-years and older from e-testing in Area 'A' (Phoenix metro) and in Area 'B' (Tucson metro) and it will also exempt all-years of "Motorcycles" in Area 'B' (Tucson metro) only.

HB2357 was based on a 12-04 Az Department of Environmental Quality (AzDEQ) study that says (on page 21) that the exhaust emissions from CV's (in 'A' & 'B') and M/C's (in 'B' only) are "insignificant" to the air quality of these metro areas.

Therefore, since these vehicles are not part of the air quality problem, they should be removed from the air quality solution (the e-testing program). It's as simple as that.

Please call and/or e-mail your support of HB2357 to the Az House of Representatives Rules Committee members listed below by 9am Tuesday morning 1-25-05.

(Please note that these committee member's secretaries keep score of who calls for and against any bill they’re going to hear, so your call and/or e-mail really does count.)

We must get 5-yes votes from this 9-member committee to pass HB2357.

Please forward this e-mail alert to as many of Arizona’s vehicle enthusiast’s as you can AND be sure to spread the word about HB2357 to all of your off-line friends and vehicle club members too.

The time has come to exempt vehicles whose emissions are insignificant to our air-quality problems, and again, for the 2nd week in a row, time is of the essence.

We need everyone spreading the word and contacting these Az State Legislators to make sure HB2357 passes out of its assigned committees.

Here's what I wrote:

To all state legislators considering this bill. Please support HB2357. The time to start being sensible about emission testing is long overdue. And this bill is a good start. I also urge you all to consider a rolling 20 or 25 year limit on vehicle emission testing. There are many vehicles that are considered collectible and unique to owners and enthusiasts but are not always accepted as such by insurance companies. Please put your support behind HB2357
 
im no good at this legislatural stuff,,,, does supporting this bill mean smog exemption for my already smog exempt 1975 piggy?

you do realize this is about money and not pollution right?? keeping us going through the system generates $$, alot of the "powers" dont want to lose that revenue.

though i dont want to pollute,,,i am all for keeping money out of the system, lets vote yes :D

Absolutely I know it's all about the money. And this law only helps owners of "collector" cars. But it's a step in the right direction.

So how is it you don't have to smog a 75 piggy? Is it registered outside of Maricopa County? This bill would help if you can establish a collector status and your vehicle is 1967 thru 1990 model, registered in Maricopa Co.

What loophole is that? How can you withhold such treasured knowledge from your Cruiser bretheren? And me, about to defile and assault my Cruiser with my yearly momentary addition of non functional equipment and meek carb tuning. Only to appease the smog hounds from hell and pay my protection money.

C'mon give man, give.
 
I am not sure as to the status of this particular bill, I have been out of town for the last couple weeks and away from email for the most part. I do know that this bill is not as good as it sounds though. My former business partner has been involved with this for a long time and the current version requires you to have collectable car insurance, which no land cruiser I know of would qualify for. What we really need is a simply rolling timeout for emissions. If it is good enough for California it should be good enough for us.
 
We are on our way! this bill has passed the House on 2.4.05, unamended. It is now onto the Senate. If unamended there, it will go to the Govenor for a signature or veto. Barring any needed EPA items, If no signature in 5 days, it becomes law.

Your right about the insurance, which has been a part of this bill all along. But it's not impossible. I had collector insurance on my FJ40 for awhile. Of course I also had a British sports car insured with the same company. I'm sure that helped. I wasn't covered for any off road damage though. This bill is a good thing if it passes, even if it doesn't help many Cruiser owners. It's a step in a positive direction toward sensible emissions law in AZ. Yes we should have the rolling exemption like CA (used to have). I believe the Governator repealed that law in CA. He needs the money to balance their budget.

This emission testing has always been more about the money than the enviroment. Particularly in the past 10 years. The majority of vehicles on the road have more sophisitcated and reliable emissions controls that don't fail often. And there are more cars on the road, yet the pollution problem has reduced. In spite of the fact we have an international jet port in the center of the city. Have you ever seen a 747 with a sniffer tube stuck up it's ass?

Do something! Write your legislators and make them do something for the checks they collect!
 
My FJ40 when it was reg in CA eventually would not pass because of the gas cap. First thing I did when it was reg in Sedona was remove all the smog junk. when the law changes state wide I guess it will be engine swap time, or park the FJ for another 20 years until it is a true classic...
 
I agree that is a positive first step, and I have written my letter and made my phone calls. I actually know about dozen of them personally from where I used to be involved with second amendment stuff. I have actually made numerous trips to Phoenix to lobby for or against gun bills.

I just wanted to let those that are reading this thread to know that this bill will most likely do nothing to actually help them, for now.

A good friend of mine has been at the forefront of this for a long time, and if it does pass, the governor is going to need some pressure as it sounds as though she will veto it if there is not some pressure on her.

It still has to pass the Senate and then be signed by the Gov. before it would become law.

It has passed the House, Senate with ammendments, back to House passed and on to the Gov on 4/7/05 Keep your fingers crossed.
