I've used a similar machine to remove a tattoo from my pal. It was fun to watch him scream like a pansy.
 
I used this - two Craigslist PC power supplies hooked in series to give me 24V@40A, the used pipe from my well for the anode, and 6mil black plastic with washing soda (you can convert used baking soda to washing soda by heating in the oven at 400 degrees for 30 minutes. The mixture, though nasty looking is harmless and can be poured on your lawn.
The paint is epoxy primer, and I used the internal frame paint from Eastwood inside. Applied it with brake line attached to a 5-way nozzle, then run down the frame.

Probably not what you were looking for. :)
