Rubber between u-bolt plate/springs

It looks deteriorated, crusty, and old. Haven't been able to find a piece sold for that purpose. Is there a supplier out there or do I just cut my own from a piece of rubber?
 
I've been debating on removing the plate/bracket thingy from my rear spring packs as well. This would bring the springs that 1/4" closer to the axle that'd allow the caliper pins to clear the spring for installation and removal, allowing me to work with the calipers without having to seperate my axle from the springs time and time again.
 
Update: I got rid of mine, including the wraparound plates, so now it just goes axle, spring pack, shock mount plate. I've noticed no differences whatsoever in ride, handling, or how securly the springs stay in place. Now the bottom pin on my Eldo calipers clears the spring pack as well, so changing out the pad no longer requires seperation of the axle and spring.
 
I talked to W at Over the Hill last time I was down there about these rubber pads. I removed mine when I I put on my Man-a-fre ubolt flip kit and haven't had any problems or noticed any difference. He mentioned that they allow more axle articulation. This isn't a big deal for me since I run both front and rear anti-sway bars but if you're looking for maximum travel it might be something to consider.
