HJ -61 seat U bolt with ...roller ???

Hello sirs,
During the restoration of a 60 series HJ-61
and when took place the replacement of the leaf springs from terain tammer 2 " ,noticed a "construction /device" under the seat of the U bolt .its a welded pipe with a roller similar a ball bearing but its not turning and inside has rubber.

Does anybody knows what is this and for what reason existing there?
Searching to the drawings not exist as a spare part or welded together with the seat..

The left wheel is a BFG KM2 265/75/17 from a 120 series.and this "roller" working as a stopper due to the offset .
The right wheel is 31/10.5/15 but is obvious that the offset keep the wheel outside.

Indeed very strange.
Why is there a bolt and nut at the end of the spring package in the second picture .?
Or is that the spring hanger ?
 
Now you can see the nut and the bolt that you referred .its other design than the original
