I made the decision.... I am going to rebuild the hzj81 i have to make some changes to the new frame but i think it will be better in the long run. In the worst case i can always do a hart transplant to the 97 when or if it is needed. I will keep this thread as a building thread. i will wait for the title apply for the NC title and inspection and start the process. I will like to do it quick since it is my slow time of the year, but who know how long it could take me.

Sorry I did not fully clarify. I was letting him know how to do it the proper way if he is an NC resident.

Since he has a clean title he will be able to get a new one no problem as he does not need to see the inspector

If it's ever inspected and found to not match he will have many problems likely losing his title and near impossibility of getting a title again.

I only found out "the hard way" .....

I bought a salvage title car which required a change of frame. I swapped the frame and tried to get it inspected. The inspector found the VIN was not correct on the frame but correct on the body tag and still they denied the title. I had the origional frame with the correct VIN and could have had it inspected and correctly documented so that down the road there would never have been an issue but unfortunately I was unaware that NC is a frame state and sold the frame for metal scrap.
I have a lawyer now working on this to hopefully resolve.

The only VIN that matters to NC is on your frame.

Salvage vehicle, so reconstruction inspection? Interesting experience. Which state entity conducts reconstruction inspection to make the vehicle "legal" for road use again? My prior understanding was that NC was not a "frame state" hence the questions.

In theory; cut the vin plate out of the original frame and weld it into the new one. Grind it smooth and give yourself enough space to grind smooth without affecting the vin.

NC is for sure a Frame State and that is where I've had all my experience.
I've titled about 10 savage vehicles in the past two years and yes each one had to be inspected by DMV in order to have a title issued again. The inspector provides a report that they sign off on to validate the repairs are done, parts are not stolen(so have documentation on purchase of parts used) and the the title matches the car inspected.

If you weld in place and are caught you will be in serious trouble. Search VIN tampering

Based on my experience and recommendation by the inspector the best thing to do is have the inspector document the frame swap. That is if you have the frame and matching title.

In my case they gave me an NC tag that replaced my VIN. They forced me to apply for a replica title due to the frame not having the VIN on my title. It took a few weeks to apply for and receive thru the inspector. Once they received the stickers I scheduled another visit to have them apply. I have the lawyer working on this to try and force DMV to use of my original VIN since I have great documentation just no frame.

Another thing....I had to purchase a three year indemnity bond from my insurance company and provide with my title paperwork.

All in all a total pain in the ass

"the dmv" is a bit ambiguous. Are you working with the theft bureau inspectors or some other branch?

It is not that difficult if you buy a vehicle from NC. It gets difficult with a vehicle out of state and more if it is an older vehicle.

I jist talked to the dmv inspector. You actually have to have a title for both the frame and the vehicle that you are putting the frame on. I guess now it time to start digging for those titles and see if i can find one of them.

I have a clean title for that rolled white 80 we picked up in Raleigh...the one that donated its axles to my 80. Frame is long gone but I have papers.

I have a title for the one you have in your yard. I just have to find it. I also have that frame. I hope i find it.

The inspector stopped by today. Full gear police officer. I fell like i was breaking the law somehow. He told me to fix it and call him after it is done.
