It's likely he is a high ranking communist party member (or part of a family that has high ranking members) and had a red letter license plate. Meaning they can get away with almost anything.

I lived in Beijing for 3 months and was amazed at the number of high-end cars and asshat drivers. The best way to put it is folks drive like one would a bicycle. So weaving in and out of the lane to get the best spot.
