This is not on an fj40, but the concept to drum brakes is the same.
Anyone ever seen this before? We just picked this 1992 toyota pickup. It was used on a hunting camp for many years in very swampy conditions. They ran a hose from the bumper (1) to each rear wheel backing plate (2). Then they cut off the bottom of the backing plate (3). So you can attach a garden hose to the connection at the bumper and flush all the mud and dirt out of the rear drum brakes.
Have you seen this before, any safety concerns, is it something to consider for an fj40 rear drums???
