R12 Freon - Shipping and Refill

This could be a dumb question, but does this mean that I charge the system with 2.3-2.6lb of liquid? Why would the specified amount be different than the amount you are supposed to use?

Also, the vehicle side of the wiring harness for the compressor is missing. Can I just cut and splice the lead wire for the compressor to the wire without the harness?
 
If you have the system open, add some dye. That way if it ever leaks, you'll be able to figure out where.
 
Well I don't actually know if I ended up doing everything correctly, but I have a charged and working system! The whole process is fairly easy as far as repair/refresh projects go. I had seen enough reference around the forum to 27-28oz (1.7lb) of R12, so I chose to use that amount figuring that I could add more if that cryptic wording from the FSM indicating to add an extra can to the specified amount turned out to be correct. I don't have actual readings from my vents, but they are quite cold, and I do not think the system is undercharged. My commute during the Texas summers thanks you for all the help!
