I ordered cv boot clamps from pfrans site on the 8th and my order said it’s still not even been packaged. Anyone else experience this? How can I contact pfran to get a refund/more info on why my orders taking so long?

too many people to count have been "burned" by this pfran schmuck in the last month alone it seems. do a search and just buy the clamps from mcmaster. depending where you are could get to you next day or two via UPS ground

I don't know his life circumstances, but I've only ever read stories exactly like OP's. You'd think if he was for some reason unable to service the business, the site wouldn't still be able to receive orders and accept payments.
