Any tips on removing a petrified PCV grommet?

Its plastic. Its brittle, chip it out. Soften it with a heat gun or dissolve it with a good solvent Acetone or Methyl Ethyl Ketone Peroxide.

as mentioned above chip it out the pieces will be large... last time i did it it was just the inside portion remaining and i used a paint can opener to pull the pieces up as i broke them off

The heat gun was the winner. I was able to get it out in one piece with a pair of needle nose pliers.
