Paint chips turning to rust

Got a few paint chips that are starting to rust. On at the bottom of the tailgate and the other over the windshield. The largest is maybe a half inch wide. Is this something that I can treat by sanding the rust down to bare metal and treating with primer and paint pens or do I need to take more drastic measures?

I've used a 3 part washing system to neutralize rust like that. Pretty heavy duty stuff. I think it's called Finish Kare, FK1. If it's flaking a lot like in the first pic, you'll want to at least sand that area smooth before refinishing.
 
Once you neutralize them try touching them up with a dr colorchip kit, they work great
 
You've got spiderweb cracks in loose paint. If you don't knock off all that chipped paint the problem is going to come back very quickly. If it was me I'd knock off all the loose paint with a screwdriver, sand it with a small sanding block or mouse sander, then spray primer and paint. The challenge with this is that with each step the repair area just keeps getting bigger. A cheap air brush from Harbor Freight can help you keep a small spray pattern. I transfer spray can primer to the air brush by spraying it into a small funnel into the air brush jar. A good auto paint store will sell you 2 - 4 oz. of color matched paint at a reasonable price.
 
Looks to me like there will be much more damage hidden. I'd remove paint until find solid material. Cut out all non-solid up to solid. Sand, then treat with Phosphoric Acid an reevaluate. not sure what to fill with if it's needed. If no filling is needed, prime and paint.
