The dealership will probably point you to Toyota Publishing. I had to replace the owner's manual for my 97 about a month ago and that is the story I got from a few of my local dealers.

The number is 800-622-2033. Cost was $22.54 - that includes tax and shipping and it arrived in 3 days.

most manuals going back to the 1970's can be bought from Toyota(the dealer) for $10, the older stuff are repo's not sure on the more recent vintage.
