I was expecting to use some sort of glue to attach this, but it has double-sided tape already applied. How long do you apply pressure for before it is safe to drive without it falling off?

Clean the area of all debris, wax, and product. Peel the backing, apply, provide adequate and even pressure, and enjoy a #6 🍺
 
Are you serious? It's attached like many body mounted emblems are. It's really good 2-sided tape. Install and drive away.
Yes, I am serious. The one that fell off was held on by some glue--no double sided tape--and I had to use a 3M stripe off wheel to remove the residue. Besides, we're not talking about some little oval Toyota logo--this thing has some heft to it and it wasn't exactly cheap. And there are some double-sided tapes where bonding is not instantaneous, or they may be pressure-sensitive. The ornament came with no directions so I'd figure I would ask for some help.

Well, don't glue it. The tape is sufficient. That 3M 2-sided tape is used to hold entire body kits in the rice burner scene.
 
Adhesive tapes and their proper use/application is actually a big topic with lots of science/chemistry behind it so the OP's question is a good one.

Having said that, assuming it's a quality pressure-sensitive tape designed for automotive use it should be good to go almost immediately also assuming the surface is clean, dry, flat, not recently coated with some super slippery polish or not made of some sort of non-stick material (like Teflon).

A tool to give you some piece of mind in applying pressure is a hand roller. Often used in Formica and other laminates that required contact cement to be used, the hand roller lets you apply extreme, even pressure over the entire emblem.

Was just using mine to restick the exact same part after applying 3M Emblem cement to one half of it. I used a popsicle stick to reach in behind mine to apply the adhesive. Should work well to do one with the sticky tape, too.
