I have a 1979 FJ40 with all of its smog equipment in tact. But... it doesn't seem to want to remain idling unless the choke is out. I think this might possibly be why but can't find what it maybe. Anyone know what this valve is?

You know, I'm not sure... I did just find the vsv valve wasn't plugged in.I could be mistaken - but that (to me) doesn't look oem. Is there not a part number anywhere on it? Since you have to pull the choke to idle, that is a classic vacuum leak. Why are you assuming this is the culprit? When you bypass this valve, does it idle fine?
