This is hot 24v when ignition is on... to be "fair" it was wrapped in electrical tape.

This is up under the steering column. The PO tapped into the fat black wire and added a 20a fuse between there and the connector on the bottom of the column.... I need to figure out what this feeds and why they added a fuse!

This is the OEM wire on the "top" side of the connector:

Hello,

In the second picture, that is the connector for the combination switch (high/low beam, turn lights, hazard lights, wipers) assembly. The Blue/White wire on your finger belongs to the headlight switch, low/high beam if I remember correctly.

Regarding the spliced wire, again if I remember correctly, it is one of the ignition wires, IG1. It is connected to the alternator. Perhaps the PO wanted to connect some anti-theft device or something like that. Or perhaps he wanted to hack into the ignition circuit. It is better to remove that red/white wire.

One connector is for the combination switch wires. Another connector is for the ignition switch.

It is wise not to mess (to put it gently) with the Black/Yellow ignition wire.

The wire with the fuse on it goes from the thick black/yellow wire's tap to the position on the connector that LOOKS like it passes through to the blue/white wire I have my finger on. Does that make any sense?

Yes, I intend to cover/protect the black/yellow wire!

I will get out there with a meter to verify what is connected to what.

It may be either a hack for a DRL setup or a hack for an anti-theft device.

It is possible that the PO wanted the headlights to turn on when the ignition switch was on. Perhaps he had a device that turned the lights on to prevent theft, or to indicate that the device was armed.

These setups mess with the contacts that control the high/low beam change switch. They also mess up with engine start.

Once you remove that wire, check your headlights. In a nut shell:
  1. Turn the headlights on.
  2. Select low beam.
  3. Shift to high beam.
  4. If the lights stay on, the switch is in good shape. Otherwise, the switch needs replacement.
There is a common ground point below the fuse box. A number of White/Brown wires are bolted to it. Check their condition and replace them if they are spliced or peeled.

With that wire disconnected I have intermittent but not high or low speed wipers. Now I want to know where that power was originally supposed to come from that the previous owner has felt the need to use this jumper.
 
Okay so I put a meter on it and the original wire carries 24 volts, the same as the big black with yellow wire where the jumper was connected. And that is the function that it should have. I think I'm going to hook it back up where it belongs and get rid of the previous owners jumper and fuse. I have no idea why they would have cut that wire unless the original/stock circuit feeding the original wire is bad in some way and was blowing fuses or otherwise failing. I guess I'll find out when I hook it back up!
