I'm sure you've figured something out already, but if not, try "break free CLP" and a sandpaper sheet and a wire brush
Getcha cleaned up real well!
 
Ospho will convert the rust then epoxy prime.

Omg, NO!

Why waste good epoxy primer on rust? Just sand the rust off and then epoxy prime. Phosphoric acid is good for places that you can't reach like inside body mounts and door seams. Always remove the rust if you have access to it. You're only looking at a few minutes worth of work.
