Is there any reason to believe that the axle shafts and hubs are not meant to spin independently? Are there sufficient bearings in place? Aside from these questions it seems like a no-brainer.

I dont understand when you say spinning independent they both would turn at the same speed with unlocked hubs and in 4wd

When the hubs are unlocked the the axle shafts nowith spin in the hub. In the factory state the axle spins with the hub. I'll see if I can find anew exploded view. That may answer my questions.

The only thing the outer hubs do is disconnect the axle shaft from the hub. It's the same thing as removing your drive plate.
