Well if it's peeling you have to remove it completely or else whatever is sprayed over top will still have the good chance of bubbling up if the under layer is not adhering. I removed bedliner on my hood, and stripped my entire tub on the inside of my 40. It's brutal work. I'll never purchase a exterior bedlined vehicle or bedline a vehicle on the exterior ever.

On a side note about painting things with Bedliner, keep in mind it is course. Be very careful about putting it on rounded surfaces as it becomes like sandpaper. Roll bars and sliders are hard on bear skin if you drag your arm or leg across it. It would prolly be hard on elbows with the window down and your arm Hanging out.
