So I finally gave up my search for the ticking sound and took it to Slee Offroad.
They made the needed adjustments to the valve shims and located the source of the ticking sound. Turns out adjusting the shims didn't have any effect. The root cause of the problem was the drive gear on the power steering pump. When I originally swapped out the power steering pump I clamped down on it too tight with the vise (now that I re-read the FSM it warns against this twice). The damage to the gear was very slight, however it was enough to make the engine sound terrible.
Swapping out with a new gear has alleviate to sound completely.
