For my 2bbl Rochester, switch key on - listen for electric fuel pump to stop ticking. Step on gas pedal to the floor hold it there pull choke knob all the way out (set fast idle), take foot off the gas pedal, push choke knob 1/4 way in - engage the starter. Do what ever it takes to keep it running - if it dies you ice the plugs and be pulling them if you want it to run.

Back in the 30 below winters I followed the above but I routed a flex gas hose to the inside of the air horn and inside the cab the hose was hooked to a propane torch with out the tip. Turn on propane, count to 10 and start the rig = worked like a champ after a few minutes turn off the torch.

Mine wasn't born with an electric pump either. I use this same pump in my fuel transfer device. It sucks holding up 5 gallon gas cans, my older Sis uses it for her Ram diesel.
About $50 to make. Switched, fuse, filtered 5' draw hose and 20' delivery, 12' power cable for either cig lighter or battery connection. You reverse the hoses to try and draw from tanks and pump into cans.

You shouldn't need one. Some Webers (so I've heard) like a fuel pressure regulator between the fuel pump and carb. OEM carb would be better, in my opinion.
Plenty of 40s on the Rubithon. It is a tuff trail, 37s are better than 35s.
That looks like a stamped steel valve cover correct for an F engine.
