how to make cigarette lighter plug always on?

My 96 doesn't get driven often enough to keep the battery charged up, so I'm wanting to put a small solar panel on the dash and plug it into the cigarette lighter to hopefully keep the battery topped off. But the lighter is only powered when the ignition is on.
Is there a (simple) way to change it to be always on?

Don't know that there is an easy way to make the factory one constant on. I think you would be better served to install an aux cigarette lighter straight from the battery. Don't skip other an inline fuse.
