I have been told 43 inch pounds which is about 3.5 foot pounds for every hose clamp regardless of size regardless of whether it attaches to brass steel or plastic. Is this correct?

No, the acceptable torque varies by the clamp width and the design of the clamp. 43 lb-in will be ok-ish, but if it's over-tight, it will stretch the teeth in the middle of the clamp and it will never tighten up again and will tend to work loose.

The highest rated torque on clamps I have used is 75-90 lb-in. These are thick, wide, SS clamps for industrial use. Most automotive clamps are less than this.

Always make it a point after you've installed new hoses, and clamps, to go back a few weeks later, and re tighten them. After a few heating, and cooling cycles the hoses will shrink a little. Because of that your clamps will not be as tight as when you first installed them, and you could get some weeping, drips or leaks.

“Spec” torque? I’m confused....
