HELP- What is this 72/F- Lower Pipe on Drivers side? (1 Viewer)

Hey All- Need a hand, sons project and we pulled the old F and put in rebuilt one and they both had this pipe on the driver's side. We plan to run a front heater off the head and lower coolant pipe. What is this? I know its not a PHH on my 80. THANKS!!!

The fitting on the side of the engine (blue arrow) is a block drain. Someone attached a hose to direct the drain into a bucket.
