I would like to install a Vacuum Gauge that would be permanent. Would the red cap in the pic be the best place to attach the gauge?

That should work. I'm using a spot just below that on the intake manifold where I had removed some EGR stuff. I recommend going with copper tubing instead of the nylon which will degrade over time, become brittle, and break.
 
Any pipe jutting out of the intake manifold is perfect for a vacuum gauge hose connection. Since the gauge will be in the cab, a manifold pipe location as far to the rear is best.

That area is where the EVAP system gets vacuum. Do you still have the charcoal canister? what about the VCV for the EVAP? ...white/black cylindrical shaped valve?

i offer these OEM TOYOTA VACUUM ports hook up's for just this purpose ..........


they use the existing intake manifold threaded service port you already have going on top of intake
