What did the restoration process entail, ie: rebuilt motor (?brushes, rotor, windings?), paint, new foam, or??

Noe of the internals were replaced with the exception of the internal plastic fan piece that spins to move the air. The rest of the unit was taken apart cleaned and reassembled.

OK, so the motor wasn't actually restored (bearings, brushes, etc), just replaced the fan cage then cleaned and painted the housing??
Is the fan cage an original replacement or??

i’m open to suggestions
Since it wasn’t restored, just a part on the item replaced I’m not sure what you’d call it.

I once sold a motor with a new water pump, would that be a professionally restored motor in your eyes ?

I’d say you have an item for sale with the fan cage replaced, these usually sell for less than $100 especially since yours isn’t even functioning without the needed resistor.

I think ‘partially refurbished’ might be appropriate. And unfortunately for you, I think @Casey E is much closer to the mark on what you can expect to get for yours.

In my experience, blower motors have been the slowest moving items in my inventory. I literally abandoned about 30 of them after my warehouse fire nine years ago. They weren’t even worth moving one more time.☹️
