Like DR said above, yes the "air horn" has to come off of the carb. It's pretty easy to do.
I prefer to remove the carb, but you can do it on the truck, just don't drop the screws down the carb! :doh:

UPDATE:

I replaced the accelerator pump that was in the THC carb that I'm running with one from City Racer (ethanol friendly, with leather around the plunger) yesterday and it seems to be doing MUCH better!! The real test will be a hot day in traffic, or a day on the trails, which seems to be when it acted up the worst, but at least initially, the new accelerator pump seems to have helped a ton!
