I know there are suppose to be shims for the gas tank straps but how many are needed? I think I have some in a drawer somewhere but I’m not sure if the take up the gap entirely. The bolt is also not original so I was wondering if it is in fact too long.

Was hoping to see some pictures of what it should look like

Bolt looks about right. It has been so long since I pulled apart my 79 that I can't remember if there were shims. Were the shims fiber type? I remember the other end having a pin that held the strap.

Edit. The bolt length looks close. I can see it is not original. I recall the bolt coming out had a taper on the end.
 
There was a spacer.

I test fit mine a few month back during the body work process, I’m 99% certain mine didn’t have any shim/spacer. It’s an 81. Your bolt doesn’t look OEM. Maybe that’s the problem?
 
it's been awhile since I've looked under mine, but I don't remember much of a gap if any at all.
I would think the bolt would have threads the entire length of it with no shoulder
hard to see in the pic but it looks like the tank needs to move slightly to sit up in the recess better, the tank appears to be hitting the mount the bolt is threaded into

my old man got the bolts from fastenal, I know he said he struggled removing and reinstalling the tank 10 years ago but I don’t remember the reasoning for not using the original bolts
 
 
I seem to remember the spacer being that fabric type stuff that was under the Bib Mounting bracket.
 
$OR showed 2 different part numbers for the bolts. Then showed a spacer (looked thin) but had no numbers.
When I hung my 12.5 gallon D210 Aux tank (1986) behind the rear axle, I use 2 two inch wide steel banding straps (folded over at the ends and a bicycle tube wrapper with stainless bolts/washers/nut. I also add a seat belt strap with self tapping screws as a safety.
I removed it this spring - tank has issues from playing in the rocks - but the mounting was still solid.
 
Sorry about the poor quality of my ancient microfiche set, but you can see two different part numbers for the spacers and thickness of 1.0 and 4.5 millimeters. The two bolts securing the tank are measured at 45 and 55 millimeters.

The microfiche are awesome. Thank you for sharing! Now I just got to figure out what shim goes on which side. I’d also like to source the right bolts.

I am pretty sure the longer shim and bolt are driver side. If you look at your pics and mine the driver side strap has an extra lip on it about 4 mm long.
