I would say that is to much weight for a stock set up.
 
Too much weight when full of fuel? I have this carrier on a 78 FJ40 and have used it for many years. Looking to find one for another 78. No brand name on this and do not find it while searching. Wondering if anyone has an idea where this can be found (no pun intended).
 
That looks like an old Con-ferr set up.

Appears the carrier is still available but have not found a source for the wheel mounting brackets.

Post up a wanted ad in the MUD classifieds. There are a lot of those Con-Ferr can mounts out there stashed away in storage. I asked about a part for mine several years ago and got lots of responses. I have one myself. I have used it full of gas and mounted to a 35' tire/wheel on a factory '78 tire carrier. I only mount it for specific off-grid trips that require extra gas. It's really not a good idea to run around with it on there full time. It stresses your hinges and will create a lot of squeaks and slop eventually. Be aware that many modern jerry cans won't work with this mount because the bottom of the can must have a lip that the mount grabs onto. Cans nowadays seem to have a formed, rounded bottom edge.
