My 2013 is turned off — the ignition is off, but the fog lights are still on. Turning the fog lights on and off via the headlight switch doesn’t change anything. I’ve tried turning the headlights on and off, but no change. When I disconnected the battery, the fog lights went off, but they came back on as soon as I reconnected the battery.
Check the connectors in the A-pillar on the driver's side. If your sunroof drains are / were clogged and flooded the a-pillar, you will find corrossion in those unsealed connectors. Had this same behavior on my truck and that was the issue. Unfortunately, I had so much corrosion that my rear AC is now non-functional. Going to be a very expensive repair I really wish I'd found earlier.
Water. You have water in your driver side lower kick panel, as shown above. Open it up and dry it out. Thats my bet, same exact thing happened to my 2013 after a heavy rain storm. Sunroof drain was clogged.
To keep the battery from draining, I just pulled the fog light fuse until I got home and was able to open it up down there.
I figured out how to get that panel off - two Philips head screws and a couple tabs. But looking at the manual page 565, this shows the right fuse is number 8. But pulling that fuse doesn’t change anything. Any chance the manual is wrong about the fuse location for the fog lights?
I would highly advise against that. The dealer will charge you 100s and probably tell you you need to replace your flux capacitor which will cost 1000s. You can fix this problem in about 30 minutes yourself, its very easy.

Then pull the lower door entry trim, then pull the kick panel to the left. There will be several big, white plugs that are bolted in place, as pictured above. Loosen the bolts so you can unplug them. Take a hair drier and blow it out.
Vacuum out the area around the sunroof drains from above. Feed some weed eater line through the sunroof drains. Pour some water down to test and make sure it comes out under the car.

You may want to pull the relay that TeCKis300 pointed out above, And then see if they turn off.
Sometimes those relays get stuck in the closed position giving the item power 24/7. I could just be the replay is stuck, and if that is the case just replace the relay.
When you pull it out You can check it with a multi-meter for continuity.
Just solved the exact same issue. After pulling and inspecting all the a pillars and kick panels and cleaning the sunroof drain and finding nothing and blaming it on my windshield replacement, I reread this post and pulled the relay. It's bad. Thanks!
