The bumper cover takes 10 minutes to take off. Just follow screws around. You may have enough room to get in after. If not, remove grill and unscrew couple more there.
not likely and like luke27617 mentions, it might be just easier. I just replaced some fog bulbs, and thought I could just do that by removing the lower splash covers on the left and right. barely enough space to get my hands in there.
FWIW, I did find a pretty killer set of LED bulbs, which are tri-color (white/yellow/mix) and work well.
Are there any direct replacement fog light kits for 2016 200 series? I asked Baja Designs but they do not have a kit. I will be using the set up I had in my GX460 for now (pics attached). I did see this link and this is a really nice set-up...

If I had to do something other than install a bulb, I'd pull the whole cover like the FSM shows - though messing with the headlamp washer lines aren't something I'm sure I want to mess with either.
I think you need to remove the bumper skin. It really doesn't take that long.
If your year is like my '13, there are these annoying blue clips that need to come out to remove the fog surrounds. And they are a pain in the neck to get out, requiring two hands.
Yes, the fog surrounds can be replaced. I just pulled mine in January to have them painted.
