I have a March 2000 (build date) LC and like others have no power to the fog lamps. First let me say that there is no rust or dirt around the bulb connections and that I have checked the fuses and bulbs with no issues noted. Second, I am aware that the fogs will only work with the low beams on and I understand how to activate the switch at the turn signal flipper by twisting. I do not own the tool that checks for continuity or power so that is not an optional piece of this dilemma so please try to help me solve this without access to one (if possible).
Now for nit n gritty..
After reading several threads from the search function I determined that the relay for the fog lamps was located on the back side of the driver side fuse junction box. This gets interesting because the kick panel was extremely difficult to gain access to (you have to unplug about a dozen wire harness connectors and remove 2 nuts from posts and then wiggle over and over to gain access to the rear) but I DID manage to pull the top 2 relays that I believe are for the "FR fog relay" and "RR HTR Relay" based on a diagram that a user on MUD posted. If you've seen these relays before, one has 3 prongs at the bottom and is red in color(Toyota part # 90987-04004) and one has 2 prongs at the bottom and black in color (toyota part # 90987-02012). I desperately need a diagram showing the backside of this fuse panel for my 2000 LC to ensure that I have pulled the correct relay.
One more piece to this puzzle (one of several potential issues), I found a wire diagram that showed 2 ground wires for the fog lamps located on the "fender apron". I have not verified that these are intact/grounded but need help determining the exact location and will promptly do so as this appears to as important as any other piece.
The only other piece of info that may be of importance is that the previous owner has no idea if the fog lamps ever worked and did not know how to turn them on but he did mention that he complained to his dealer about a buzzing sound coming from under the dash and the dealer replaced something electrical.
Thanks to anybody that can shed some lite on my issue as right now I have no transportation other than riding with the wife.
