steering column arrangement will be different, by alot. oe holes for knobs will have the one for the ignition switch missing.

Dimensionally, maybe? Look at the two basic styles shown for the years in question, for some comparison. As mentioned, steering column mounting change, maybe emergency brake, knob hole changes, etc. Look at the number of part number changes for that panel, over your years in question. Living in the Past, or others, will be much more helpful than I to advise on differences.

So I have two options, cut that section out of my rusty cowl and weld it in or find a donor 69 cowl and cut it out and weld in.
That exactly what i was doing but going the other.
 
I think you are better off with the later style. You can mount a brake booster without an adapter then .
 
I believe the pedal bucket is different. Also 73 is made for a brake booster. This why the pedal bucket is different for this reason. Also the the 69 pedal bucket is welded in. Radio opening is obvious difference. The brakes on a 69 is single circuit with smaller fittings. But if doing a disc brake mod would need to change the brake lines anyway.
 
73 also had turn signal indicators in the speedometer face not in the dash either side instrument cluster. The outlet for the trouble light is in the glovebox. It was a floor shift transmission and transfer case. The radio opening did away with chance of a dash mounted transfer case shifter. You modify for the early steering column the column will work. Even though column was gone by 73 the cutout on the dash remained.

It will also have the hole for the Vader light and switch. 69 the room light switch was in the top row of switches left of the ashtray.
 
Currently the rig has power brakes, disk in front and drum in rear. I would drill any new holes as needed and weld closed any dash/firewall holes not needed. My cowl is rusted at the bottom of the door jamb where the tub is bolted on.
