A few weeks ago a squeak/chirp started coming from the engine bay in the circled area. I believe it's coming from the air pump related to the emissions set up...though I'm not absolutely sure.

I don't believe it's the belt because the squeak/chirp is too frequent and I've lubricated the belt with no change in sound. If it is coming from the air pump, what are my options? Can it be lubricated? Can it be repaired?

I'm working on getting rid of the emissions, but I'm not there yet so if there is an interim patch, I'd like to try it. Engine has almost 115k on it.

Do you have a video? Have you double checked all the bolts are tightened down? I had a chirp coming from the alternator bracket once.

can you remove the belt and spin the air pump?

I’m a noob so others will have more to say I’m sure.
 
Check your air pump. It could be getting ready to seize.
