Have propane around? The conversion is pretty straight forward if you have access to it and don't drive across the country all the time. ~$1000 for tank and parts, 1mpg less, Slightly less HP, almost half the price of gas. Pays for itself within a year of driving.
I think in most states it is smog exempt if it only runs on propane.
I had between half and two thirds of a tank. I added the alcohol and put in another gallon just to help it mix. Then I drove the four miles to the emissios station. There and back, I noticed no difference in the way it ran. I did top off my tank after the test just for the hell of it.

After the H2O pump, you've gotta get the AI working properly (out of bypass) and go from there.
There is a procedure in the emissions FSM for checking the VSVs. CDan can help you match up one of the VSVs from a mid 80s Ceilca that will work for the one that is discontinued. If you're doing a low speed and high speed test then the IDLE mixture on the carb wont help much.
My guess is that there is more than one thing going wrong and its all adding up the those really bad numbers. Check that CHOKE too!
And like Marc said, GET the FSM! Its cheap and worth its weight in gold! And (like Marc said) dont underestimate the tune up.
I just got done with the nightmare here in CA and I feel for you, but don't give up! The FSM will take you through it all step by step.

The first time I tested my truck I had similar high CO levels. I discovered one of the supply hoses had a radial split in it on the bottom right next to a clamp. I don't remember if it was the hose going from the pump to the Switching Valve (ABV or ACV) or the Swithing Valves to the exhaust injection ports/exhaust pipe. Either way, clean air was not making its way into the exhaust to help get rid of the unburnt HC and high CO levels. Check all of your supply hoses thoroughly with a mirror to see all sides of them.
Although, I think you mentioned that the bypass hose is dumping plenty of air back into the air cleaner so maybe it's not a supply issue but a main switching valve or VSV issue.
Water pump isn't in yet and I've been riding a bike to work. I've got the manuals and will try to test the vsv's once I get the thing up and running again. I should have just registered this thing in a different county to begin with since my county is the only one around here that requires emissions tests. I'll be exempt in 2010. I hate to spend a bunch of money on emissions parts I only need for two more tests. If the alcohol in the tank thing works then that would be the ticket. Then I could do a desmog and get rid of all that crap.

Does anyone know if there are any counties in CA that don't require a bi-annual smog test? I'd like to buy some property in the middle of BFE just to have a mailbox!!!
I added a qt of denatured alcohol to my tank today before emissions. It almost cut my CO output in half. I failed emissions yesterday and posted up on my local forum since different states have different standards. The alcohol came up as an easy fix more than once and at less than $7 for the qt, I figured I'd give it a try. Sure enough, my '83 passed. Hope it helps.
It's an old trick, and it generally works when you're pig rich and can't do anything about it. Catch is, it causes a spike in NOx, so make sure you have room to spare with NOx (or a test that does not test them, generally meaning that it is an idle test and not a loaded test) before trying something like this.
X2. If it's running that pig rich, mileage has got to be in the toilet. Forget smog check, there's financial reasons for making it run not as rich - gas isn't cheap anymore.

If your vehicle is running the way toyota intended, smog checks shouldn't be a problem. These things didn't run like garbage when they were driven off the boat. I doubt there will be smog checks forever on 60s. It seems like every few years or so they stop the rolling forward of years, then a few years later they start it up. Write your legislators, make sure they understand that cars aren't the only things polluting the air, especially well cared for hobby cars. Check out the SEMA web site for suggestions.
Junk acres with PO boxes if you can make it work is playing with fire, be they in state or out of state. I've heard tales of enterprising cops catching on to this and causing problems for the owners.
