Did the emissions laws change? I registered my 77 40 a few years ago under a historic license to get out of emissions. I’ve never had a problem. But this year I had to renew my registration and was told i needed to get it smog checked. Did something Change? I’m down in Tucson. Thanks for any help.
 
Do you still have classic insurance? If you do (before registering) you should be able to get the exemption. If you try to register before having classic insurance then you’ll most likely have an issue.

The law hasn’t changed recently that I’m aware of.

Keep in mind classic insurance and classic registration are two independent things.
 
I have a '70 FJ-40 and I live on the extreme fringe of the city of Tucson and don't qualify for the emissions exemption. The state policy is that any vehicle newer than 1966, and the owner lives in the Phoenix or Tucson metropolitan area (read between the lines - this phrase is extremely subjective) is required to have an emissions test done. I've lived here for @ 17 years and it's never changed. I've called many times to see if the "age of the vehicle" requirement will ever change and have been told no. (or usually I get a "I dunno") We had moved from Broomfield, CO and the same vehicle qualified for their exemption.... I truly believe that it is more of a revenue enhancement program.

At one time Arizona had a twenty year rolling emissions in areas that require emissions. Believe it was around 1990 the state changed that to a 1967 model and newer. I remember the time because I had a couple years where my 68 didn't have to have emissions. I moved my 68 out of emissions area over twenty years ago. My FJ62 a few months later. Neither have been driven in the valley since. I do remember the 68 required emissions every year and 89 FJ62 was ever two. What really bothered me was I never drove my 68 in the valley and always towed it north to use it. Exception was drive it to emissions. Yet ever year I took it thru emissions. It never failed. Advantage of out of emissions areas you can register for five years for around $60.
 
How do you transfer it to a non emissions area? From what I saw you have to sell it or move (change your home of record)??
 
it is not impossible to get a 40 through emissions, just sayin'

I find that heating up the engine really well is critical

Bought a second home and physically moved the FJ40 there. It hasn't driven in an emissions area since. At first it was tricky because AZ would move all registrations to what ever vehicle I was registering. Next time the 40 would come up would have to switch locations again. That's finally been straightened out. I know some use someone else's address but I never did.
 
@DSRTRDR I bet I could and I’d like to. My problem is I’m still piecing together my emissions system and trying to find parts that still work. In the mean time I’d like to drive it. 🙁
 
Clearing emissions as DSRTRDR said earlier is pretty easy. At the age of mine, it's just a tailpipe sniff while spinning the wheels at their prescribed RPM (I think...). I usually just tweak the carb and check the timing before I go. It is fully warmed up by the time I get there.. They don't check for emissions equipment, and rarely know where the VIN plate is located. My main beef is the cost ($12.50) per year for a 54 year old (7/69) vehicle that rarely gets driven. Fortunately, they removed the ridiculous, unpopular $32.00 "public safety" registration service fee that could be used by the state congress and the governor any way they choose without oversight. That fee took my $19.00 annual registration fee to $51.00.

We probably have an entire crate full of 2F emissions components. Come on down and take a look. We probably have everything you need to re-emission a 2F.
 
but AZ allows desmogged 2Fs - so why bother with all the spaghetti ?
 
99% of Arizona doesn’t care, but I live in Tucson… one of 2 places in the whole state that does. Lol.
I am in Maricopa County, and they won't know a smogged from a desmogged 2F - plus, for '72 there is no visual under-hood inspection anymore by now - but when I still had to go through that, they never asked about smog equipment (which the '72 vintage had, in however rudimentary form)

I don't know about visuals on a '77, but worth finding out - if they don't/can't look, how would they know ?
