I definitely had rust. What's strange is that I also had green particles that looked like paint. Can't wait to get tank off to radiator shop.

You are going to find it is a chore to remove the tank from under the truck. Jack up the rear or the truck to give yourself some room to wrestle the tank out.
 
I've heard of lining used to seal the inside of the tank flakeing out and clogging things... Could explan green "paint" chips.
 
The saga continues...
Before removing the tank, I decided to see if I could run the engine by siphoning clean fuel from an emergency gas tank. I can get fuel near through if I apply vacuum above the fuel filter, but the fuel pump can't seem to push the fuel up on its own. I've also tried disconnecting the hose above the fuel filter to release pressure. I always seem to have a lot of air in the fuel filter, but can still suck it through when I apply vacuum.
It seems strange my fuel pump would all of the sudden die on me at the same time of all my other problems. It does seem to pump, but just can't get fuel 'up hill'.
Any advice?
 
Can you completely bypass the pump, use a separate tank (boat tank, etc) that is situated higher the carb and do a gravity feed to get the motor running reliably. Then introduce part of the stock fuel system a small section at a time, such as a fuel pump sucking from a separate tank. Then add another part of the stock fuel system. Keep doing this, working from the carb back towards the stock tank, making sure all the bugs are worked out with each step before going on to the next step. Doing this should eliminate multiple problems one problem at a time.

Looks like my last fuel pump was getting weak, even though it never died. Put in a new non-priming pump and it started pumping fuel to my carb. Now that that's solved, I can go back to my emissions problems from the start of this thread. Although I first need to get my tank boiled and sealed.
