Considering the smog laws here I wouldn't be suprised if someone took the title from a 75 and registered this one as such to keep from smogging it...

Sure looks like it!

No raised Toyota lettering on the tailgate, and the '78 taillights tells me it's a '78 body with a '75 doortag and an earlier hood. Having two rear bumpers on one Pig tells me that some swapping has been done. Wonder what frame number it has. If it matches the door tag, it's kosher.
