I picked up a 91 that sat in a warehouse for 10 years, it started right up. Issue I'm having is after driving it for a bit and it warms up, if I turn it off, it won't restart. I have to wait 15 min. and then it starts rite up.

I'm just driving around the city with it, nothing heavy, until I work out the kinks.

Any ideas?

Sorry, that was stupid! It turns over, everything feels and sounds right, just won't kick over. I wait 15 or 20 minutes and boom, starts right up.

Try swapping fuel pump relay. Check if you have fuel pressure in rail. Possible pump issue with 10 yrs old fuel gel in tank?

Could be fuel pump relay. I doubt it's fuel gel in tank. I've run about 10 tanks of fresh gas through and run Techron fuel cleaner through a few times. Unless the gel can still be there. First thing I did was drain ALL the fluids and change all the filters.

No. The check engine light does not come on during the no-start condition.
Then your issue is with the EFI circuit. The illuminated CEL in the on position is essentially the "ready" lamp. If the CEL is not illuminated, then the system is not armed. There will be no spark. Not even worth cranking the starter motor at that point.
Please read through this flowchart of tests:
