Cannot latch or lockdown rear seats

I have a 1994 80 series. Love it, but am having a problem with the rear seats no latching into place. From the cargo area, I can left the rear seats upwards. The latch does not seem to catch. These are the rear middle seats, and not the third row. Have anyone encountered this issue before? If so, how can I fix it.

Make sure there is nothing between the seats and floor keeping them from going down far enough to catch.
